You want to completely trust him but you never 100% without-a-doubt can predict what he will do and how he will react to something. As he demonstrates more than once in the coming seasons. But this is something I wouldn't have picked up on when I watched it for the first time. Still, I'm not so sure I'd agree that this episode was unnecessary because it sets the groundwork for the importance of Garibaldi's addiction to alcohol. We find out Lochley is an alcoholic in Season 5, but in her case it's used to make a point (that she understands what he's going through) but it's not reinforced like it is with Garibaldi because it's not as much a part of her nature. For Garibaldi it's the thorn that comes back from time to time, so make it more believable you kind of need to focus more attention to it than just saying "he's an alcoholic."
