I’ve included a link to the only B5 technical manual I know about, the online one. It’s already in our links page, but another mention can’t hurt.
I honestly don’t know if one was ever published as a book… the only thing that’s close was the Security Manual published by Del Rey.
And how did you guys forget that on Buffy, Xander was a huge Babylon 5 fan?
There’s a list of books at the Lurker’s Guide, including Garibaldi’s Security Manual.

Some other potential sources for techie intel may inculude:
Mongoose Publishing has the licence for the D20 RPG system:

The (now defunct) Agents of Gaming’s Babylon 5 Wars (space-battle) minature gaming system:

I recall another gaming company had a system with hex-cards for space-based play. Don’t remember much other than that though. (Was it B5 Wars?)
And on the subject of Gaming, who can forget the dark, dark day when Sierra cancelled the “Into the Fire” Starfury Simulator (with real space physics)?
I never watched Buffy, so that’s why I didn’t mention it. And the online manual is pretty cool, but I don’t know that it’s Official Warner Brothers Sanctioned By JMS material.
After of hearing of people having Netflicks accounts for years I finally broke down and got an account. My first pick Babylon 5 Season 2 Disk One. At least now I can stay in tune with future shows without the expense of buying the whole season.
